2050 Comprehensive Plan

The City has started updating its comprehensive plan, a process expected to take at least 18 months. The work involves collaboration among City departments and with partner organizations, including watershed districts, school districts and other local agencies. Eden Prairie’s current plan — Aspire Eden Prairie 2040 — was adopted in October 2019.

A comprehensive plan guides how a city will grow and develop over the next 20 years. It includes long-term policies on topics such as land use, housing, economic development, transportation, community facilities, parks and open space, water resources and infrastructure. State law requires municipalities in the Twin Cities metro to update their comprehensive plans every 10 years. The process is a partnership between each city and the Metropolitan Council, the regional agency responsible for strategic planning for growth and managing services such as transportation and wastewater treatment. This partnership ensures each community’s plan reflects local priorities while also considering impacts on regional systems. Comprehensive plans require approval at the local level and by the Metropolitan Council.

The City’s 2050 comprehensive plan must be submitted to the Metropolitan Council by Dec. 31, 2028. Updates will be shared as the planning process moves forward.
