Board of Appeal and Equalization

The Board of Appeal and Equalization has statutory responsibility to review estimated market values and property classifications in the City.

Its function is to hear appeals of individual property owners and determine the correct value or classification. The Board consists of five members-at-large.

The City Council appoints local real estate professionals who reside in Eden Prairie to the local Board of Appeal and Equalization, which has full authority to raise or lower estimated market values. The Board’s actions are final and can only be appealed to Hennepin County.


2026 Board of Appeal and Equalization Appeal Information

State Law requires the City Assessor to determine the market value and classification of all real property within the City of Eden Prairie as of Jan. 2, 2026. These values and classifications will be the basis for property taxes payable in 2027.

Please note: the Board does not hear appeals on amounts or rates of property taxation, or the percentage change in market value from year-to-year. The Board may sustain, increase or decrease the Assessor’s market value of the appellant’s property, as the Board deems appropriate.

Contact City Assessor’s Office by March 26, 2026

The Board requests persons who want their property concerns addressed by the Board to first discuss those concerns with the City Assessor’s office by March 26, 2026. This provides an opportunity for Assessing staff to review the appeals and prepare a complete agenda and information packet for the Board of Appeal and Equalization meeting at 7 p.m. April 9, 2026, at City Center (8080 Mitchell Road) in the Council Chambers.

Often appeals can be resolved at the staff level and appellants do not need to appear before the Board. Please call 952-949-8511 if you wish to discuss your appeal with Assessing staff.

The Board allows each appellant a 5-minute presentation of their appeal. The Board may reach a decision on April 9, but if the Board does not complete their work on April 9, they may recess the meeting and establish a reconvene meeting date and time to be adjourned within 20 days.
