2023-2027 Community Development Strategic Plan


The Community Development Department guides the City’s physical, social and economic growth to support a high quality of life for residents and businesses.

The department supports Eden Prairie’s long-term vision and daily operations by:

  • Providing long-range and day-to-day planning services
  • Overseeing development review, reinvestment and redevelopment efforts
  • Advancing housing and community programs that meet local needs
  • Facilitating tax increment financing (TIF) requests and administration
  • Ensuring property valuation work is accurate, consistent and transparent
  • Helping shape major City initiatives such as light-rail transit planning and significant redevelopment projects
  • Promoting business growth and retention, and assisting businesses with site locations
  • Recommending Community Development Block Grant (CDBG) and human services funding allocations
  • Advocating for legislative outcomes that support the City’s adopted goals
  • Representing the City at the Eden Prairie Chamber of Commerce

The department’s work is led by Community Development Director Julie Klima, and carried out through these core service areas:

Assessing staff members are responsible for property appraisals, tax court assistance and staff liaison support to the Board of Appeal and Equalization.

Housing and Community Services staff members advance affordable housing initiatives, administer (CDBG) funding, foster new immigrant relations, and provide referrals to social service partners and staff liaison support to the Human Rights and Diversity Commission.

Planning staff members lead comprehensive planning and zoning code updates, review development applications, issue sign permits and provide staff liaison support to the Heritage Preservation Commission and Planning Commission.
