Purpose
The City of Eden Prairie is committed to ensuring digital accessibility for all users, including individuals with disabilities. This policy — effective April 24, 2026 — establishes standards and procedures to ensure the City of Eden Prairie provides accessible digital services, content and technologies in compliance with the Americans with Disabilities Act (ADA) Title II and applicable federal and state laws.
Scope
This policy applies to web content and mobile applications, as defined in 28 C.F.R. 35.104, the City provides or makes available itself or through third parties via contracts, licensing or other agreements. This policy does not apply under the circumstances outlined in 28 C.F.R. 35.201, as it may be amended from time to time, or when compliance would result in a fundamental alteration of a service, program or activity or would impose an undue financial or administrative burden on the City.
Standard
The City will ensure that all its available digital content (web content and mobile applications), conforms to the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards as required by 28 C.F.R. Part 35.
Public Meeting Materials, External Submissions and Maps
Materials submitted by external parties (e.g., consultants, applicants, developers) for public meetings or posting must be accessible when feasible.
Due to the nature of these materials and current technical limitations, some content may not be capable of being made fully accessible without fundamentally altering the nature of the information or resulting in an undue financial or administrative burden. These materials are provided for general informational purposes. In compliance with ADA Title II, the City will provide reasonable accommodations and alternative formats upon request.
Accessibility Coordinator
The Communications Manager serves as the City’s Digital Accessibility Coordinator.
The Digital Accessibility Coordinator shall:
- Oversee implementation of this policy, including as to third parties subject to this policy
- Coordinate periodic accessibility audits and any applicable remediation
- Receive and respond to digital accessibility reports, requests or complaints
- Provide guidance to departments on compliance with this policy
- Facilitate staff training on applying accessibility standards and practices to City web content and mobile applications
- Evaluate requests to deviate from this policy pursuant to 28 C.F.R. 35.204
Feedback and Accommodation Requests
The City will provide a clearly visible accessibility statement on its websites and mobile applications that includes:
- A description of the City’s commitment to accessibility
- Contact information for reporting digital accessibility barriers
- Instructions and online form for requesting accessible digital content
Requests for accessible digital content will be acknowledged within 15 business days.
