Our Benefits
Most employee benefits are effective on the date of hire unless otherwise noted.
New employees have 30 days from their date of hire to elect benefits. Annually, all employees are allowed to change their elections during open enrollment. Open enrollment is the one time each year to change insurance elections for the upcoming benefit plan year. The City's benefit plan year begins Jan. 1 and ends Dec. 31.
Regular full-time and regular part-time employees are eligible for the City’s benefits program. Part-time/temporary/seasonal (PTS) employees and duty crew firefighters do not qualify unless expressly noted.
Health Insurance
The City offers a choice between two medical plans through HealthPartners:
- Deductible Plan with a Health Reimbursement Account (HRA/VEBA)
- High Deductible Plan with a Health Savings Account (HSA)
The City contributes to HRA/VEBA or HSA accounts through WEX Benefits. An additional contribution is provided for wellness program participation.
Dental Insurance
The City offers dental insurance through HealthPartners, which provides a wide network of dentists and out-of-network benefits.
The maximum benefit is $1,500 per covered family member per benefit year if HealthPartners Dental Group or Park Dental providers are used. For all other providers, the annual maximum is $1,000. The plan offers orthodontic services for both children and adults.
Vision Insurance
Voluntary vision insurance is available to full-time regular employees through EyeMed. Benefits include one free annual exam and coverage for frames, lenses and contacts. EyeMed provides a wide network of vision providers and out-of-network benefits.
Paid Time Off (PTO)
Regular full-time employees working 40 hours per week accrue 144 hours of PTO annually from their hire date until the fifth anniversary.
Regular part-time employees who work less than 40 hours per week receive a prorated amount of PTO based on the position's assigned full-time equivalent.
Holiday Pay
Regular full-time employees receive a total of 12 paid holidays per year. Holiday leave benefits for regular part-time employees are prorated based on the position’s assigned full-time equivalent (FTE). For example, a .5 FTE position receives four hours of pay per holiday. Employees must work or be on paid leave the day before and the day after the holiday to be eligible for holiday pay. City offices are closed in observance of the holidays listed below:
- New Year's Day
- Martin Luther King, Jr. Day
- Presidents Day
- Memorial Day
- Juneteenth Day
- Independence Day
- Labor Day
- Veterans Day
- Thanksgiving Day and following day
- Christmas Eve
- Christmas Day
Floating Holiday
Full-time regular employees receive eight hours of Floating Holiday time during the first full pay period of each calendar year to be used in an eight-hour increment. Part-time regular employees receive a Floating Holiday time balance pro-rated based on the position's assigned FTE.
Floating Holiday time must be used before the first full pay period in December annually. Otherwise, the hours are forfeited.
Paid Parental Leave
The City offers Paid Parental Leave to regular full-time and regular part-time employees due to the birth of an employee’s child, the placement of a child for adoption or foster care, or miscarriage. Employees are eligible for coverage under this policy after the first year of employment. Paid Parental Leave is in addition to, and not a replacement for, any other City-provided paid leave benefit for which an employee is eligible.
Extended Family Leave
Extended family leave enables an employee to assist with the recovery or transition of a family member who is disabled due to illness or injury. The policy covers an employee’s spouse, parent or child. Regular full-time and regular part-time employees are eligible for Extended Family Leave after the first year of employment. Employees can apply for up to 30 work days (240 hours) of paid leave time.
Life and Personal Accident Insurance
Regular full-time employees are automatically enrolled in basic life and personal accident insurance (AD&D) with $50,000 of coverage for each at no cost to the employee.
Employees can also purchase additional insurance coverage for their spouses and/or children. See Voluntary Supplemental Benefits listed below.
Long-Term Disability Insurance
If an employee is disabled for more than 90 days, the benefit pays up to 60% of the employee’s base salary. The City pays the premium; however, the value of the premium is considered taxable income for employees. By paying taxes on the premium's value, employees can receive tax advantage long-term disability benefits.
Short-Term Disability (STD) Insurance
The City provides STD coverage as income protection in case of an extended absence due to illness or injury. A disability is a physician-certified non-work-related injury or illness (including pregnancy) that precludes an employee from working.
Regular full-time and part-time employees are eligible for coverage under this policy after the first 90 days of employment. Eligible employees must be absent seven consecutive calendar days to be considered for short-term disability benefits. In the event of an inpatient hospital admission, the seven-day waiting period is waived.
STD is available for 90 days (including the waiting period). After 90 days, employees may be eligible for long-term disability, which provides a tax-free benefit of 60% of base pay. The City pays for long-term disability benefits through an insurance carrier.
The STD benefit pays 100% of the employee’s base salary (including incentive pay for sworn police officers) when the absence begins. Payment is based on regularly scheduled work hours, typically eight hours a work day. Employees with alternative work schedules receive benefits according to that schedule.
Employee Assistance Program
Regular full-time, regular part-time employees, duty crew firefighters, and their immediate family members are encouraged to use this benefit at any time. The EAP offers services and programs designed to help all employees and their families cope with personal difficulties and find helpful resources and solutions to complicated living and work-related problems. The EAP is a free and confidential resource offered through The Oasis Group.
Flexible Spending Accounts
This program allows regular full-time employees to set aside pretax dollars from each paycheck for qualified health and dependent care expenses. These accounts operate on a reimbursement basis, and any dollars not used by the end of the benefit year are forfeited. Employees can enroll in a healthcare spending account, a dependent care spending account, or both based on eligibility. The City offers a Limited Flexible Spending Account (vision and dental expenses reimbursed only) for those eligible to enroll in the High Deductible Plan with a Health Savings Account.
Community Center Membership
Regular full-time and part-time employees and duty crew firefighters are eligible for a complimentary individual Community Center membership. The City pays the membership; however, the value of the membership is considered taxable income for employees.
Tuition Reimbursement Program
Regular full-time employees are eligible to apply for tuition reimbursement. The City reimburses 100% of approved qualified education-related expenses up to an annual maximum of $3,500 per calendar year.
Public Employees Retirement Association (PERA)
All full-time regular employees and some part-time employees are automatically enrolled in the City's pension plan, which PERA administers. This defined benefit plan is funded through City contributions and employee contributions deducted through payroll. Employees are vested after a period of time depending on the hire date, years of service and the specific plan.
457 Deferred Compensation Plans
Deferred compensation is a voluntary program available to regular full-time and regular part-time employees. Deferred compensation plans allow employees to invest a portion of their salaries for retirement before taxes are deducted, reducing their taxable income. There is a maximum contribution limit each calendar year.
Employees also have the option to enroll in 457 plans through Minnesota Deferred Compensation Plan (MNCDP) or MissionSquare Retirement.
Accident Insurance
Accident insurance provides financial protection in the event of an accident resulting in injury or disability. It is designed to supplement existing health insurance plans by offering additional benefits specifically for accidents. Accident insurance typically covers medical expenses, hospital stays, emergency room visits and other related costs. The current carrier is Symetra.
Critical Illness Insurance
Critical illness insurance provides financial protection in the event of a serious illness. It is designed to supplement existing health insurance plans by offering additional benefits specifically for critical illnesses. Critical illness insurance covers a predetermined list of illnesses, if you are enrolled and diagnosed with one of these covered illnesses, you will receive a lump sum payment that can be used to cover medical expenses, treatment costs and other financial obligations. The current carrier is Symetra.
Hospital Indemnity Insurance
Hospital indemnity insurance is a supplemental insurance that provides employees with financial protection during a hospitalization. It offers a fixed cash benefit for each day of hospitalization, covering expenses not fully covered by primary health insurance. This benefit can be used for deductibles, co-pays, transportation and non-medical costs. The current carrier is Symetra.
Life Insurance
Employees can purchase additional insurance for themselves and coverage for their spouses and children. Spouse and child life insurance can only be purchased if the employee has voluntary life insurance for themselves. Children are eligible for benefits between birth and 26 years.
